In a large bowl, combine the cabbage, carrots, mushrooms, green onions, cilantro, soy sauce, sesame oil, ginger, garlic powder, and black pepper. Mix until all ingredients are evenly distributed.
Place a spring roll wrapper on a flat surface. Place 2-3 tablespoons of the vegetable mixture in the center of the wrapper.
Fold the bottom of the wrapper up over the filling, then fold in the sides. Roll the wrapper up tightly, making sure the edges are sealed.
Heat a large skillet over medium-high heat. Add enough vegetable oil to cover the bottom of the skillet.
Place the spring rolls in the skillet and cook for 2-3 minutes per side, or until golden brown.
Remove the spring rolls from the skillet and place on a paper towel-lined plate to drain.
Serve warm with your favorite dipping sauce. Enjoy!
