In a large heavy-bottomed pan, heat the milk over medium heat.
Once the milk comes to a boil, reduce the heat to low and simmer for about 45 minutes, stirring occasionally.
Add the sugar and cardamom powder and stir until the sugar is dissolved.
Simmer for another 15 minutes, stirring occasionally.
Add the almonds, pistachios, raisins, and saffron strands and stir to combine.
Simmer for another 10 minutes, stirring occasionally.
Remove from heat and let cool.
Serve chilled or at room temperature. Enjoy!
