In a large bowl, mix together the flour and salt.
Add the oil and mix until the mixture resembles breadcrumbs.
Slowly add the water and knead until a soft dough is formed.
Cover the dough and let it rest for 30 minutes.
In a separate bowl, mix together the mashed potatoes, peas, cilantro, cumin powder, coriander powder, garam masala, red chili powder and salt.
Divide the dough into 12 equal portions.
Roll each portion into a circle and cut into two semi-circles.
Place a spoonful of the potato mixture in the center of each semi-circle.
Fold the semi-circle into a triangle and press the edges together to seal.
Heat oil in a deep pan and fry the samosas until golden brown.
Serve hot with chutney or ketchup.
