Soak the chana dal and urad dal in water for at least 2 hours.
Drain the water and grind the dals into a coarse paste.
Add the cumin seeds, black pepper, red chilli powder, coriander powder, garam masala, ginger garlic paste, onion, green chillies and salt to the paste and mix well.
Heat oil in a deep pan.
Take a small portion of the mixture and shape it into a flat disc.
Carefully slide the disc into the hot oil and deep fry until golden brown.
Remove from the oil and drain on a paper towel.
Serve hot with chutney or sambar.
