Wash the Matta Rice in a bowl of cold water and set aside.
Heat the oil in a large pot over medium heat.
Add the cumin seeds, mustard seeds, and turmeric powder and stir for a few seconds.
Add the Matta Rice and stir for a few minutes.
Add the salt and black pepper and stir for a few more minutes.
Add the water and bring to a boil.
Reduce the heat to low and cover the pot.
Simmer for 15-20 minutes or until the rice is cooked.
