Preheat oven to 350°F (175°C). Grease a 9-inch round cake pan.
In a medium bowl, mix together the flour, baking powder, baking soda, and salt.
In a separate bowl, cream together the butter and sugar until light and fluffy.
Add the milk and vanilla extract and mix until combined.
Gradually add the dry ingredients to the wet ingredients and mix until just combined.
Fold in the chopped nuts, if using.
Pour the batter into the prepared pan and bake for 25-30 minutes, or until a toothpick inserted into the center comes out clean.
