In a large bowl, mix together the flour, cornstarch, garlic powder, ginger powder, chili powder, soy sauce, black pepper, and sugar.
Add the water and mix until a thick batter is formed.
Heat the oil in a large skillet over medium-high heat.
Dip the cauliflower florets into the batter and carefully place them in the hot oil. Fry until golden brown.
Remove the fried cauliflower from the skillet and set aside.
In the same skillet, add the onion, bell pepper, green onion, celery, carrots, garlic, ginger, and green chilies. Saute for a few minutes until the vegetables are softened.
Add the soy sauce, tomato sauce, rice vinegar, chili sauce, and sesame oil. Stir to combine.
Add the fried cauliflower and stir to coat with the sauce.
Cook for a few minutes until the sauce has thickened and the cauliflower is cooked through.
Taste and adjust seasoning with salt, if needed.
Serve hot with steamed rice. Enjoy!
