In a large bowl, mix together the shredded cabbage, gram flour, green chillies, turmeric powder, red chilli powder, and salt.
Gradually add water and mix until you have a thick batter that coats the cabbage.
Heat oil in a deep pan over medium heat.
Drop spoonfuls of the cabbage mixture into the hot oil.
Fry until golden and crispy, turning occasionally.
Drain on absorbent paper.
Serve hot with ketchup or chutney.
